2024-2025 the tragic reality of late-term born-alive abortions

2024/2025 late-term abortion stats released from CIHI. Late-term stillbirth abortions are up (1,219, last year was 1,192). Late-term born-alive abortions are down (129, last year was 150)

Also notice that live-birth abortions for 25-28 weeks gestation are up (14) from last year (5). Both years had six born alive babies 29+ weeks gestation. These are all babies that could actually survive the abortion if someone had cared enough to not let them die after they were born.

Whichever way you look at the data, one of these horrific late-term abortions is one too many.

Total 2023-2024 late-term born alive and stillbirth abortion numbers are up

Born alive and stillbirth late term abortions for 2023/2024. Totals for late-term born alive/stillbirth abortions combined, are more than the total for the previous year by 125. Comparison of the last five years below.

That is 642 late-term born alive abortions in just five years.

That is 5,738 late-term stillbirth abortions in just five years.


These numbers are most probably grossly underreported because CIHI only publishes numbers from nine provinces and the three territories. Noticeably absent is Quebec's numbers. I've asked CIHI why this is the case, and am waiting for a response.

'In Quebec, induced abortions during the second trimester of pregnancy result in a live birth more than one in ten times (11.2%). Of these live-born fetuses, one in ten survives more than 3 hours. These are the findings of a study published in June 2024 in the scientific journal American Journal of Obstetrics & Gynecology (AJOG).  
The study was based on all second trimester abortions (13,777) performed in the hospitals of Quebec between 1989 and 2021. In Quebec, the law does not stipulate a maximum time limit for performing an abortion. The researchers found that abortions performed during the second trimester of pregnancy due to fetal anomalies doubled between the period 1989 - 2000 and 2011-2021. At the same time, they observed a significant increase in live births following a second-trimester abortion: the rate of 4.1 live births per 100 abortions in 1989-2001 climbs to 20.8% for the 2011-2021 period.

This is particularly true for abortions between 20 and 24 weeks of amenorrhea (18-22 weeks of pregnancy): in this case, more than one fetus in five is alive at the time of expulsion (21.7%).'

The pro-abortions always like to say that these late-term abortions are always done because of fetal anomalies or the health of the mother. But in 48% of these cases, the Quebec abortions took place for "personal or unspecified reasons" on a healthy fetus:

'The study showed that in 48% of second trimester abortions in Quebec, i.e. almost half the cases, there was no medical indication on the fetal side, nor any medical emergency on the maternal side. In these cases, the abortion took place for “personal or unspecified” reasons, on a healthy fetus.'

So many lies.

1,190 late term abortions in Canada for 2022/2023 (excluding Quebec)

Note: All the numbers reported exclude late-term abortions performed in Quebec.

Live birth late-term abortion numbers are down to 131 in 2022/2023 from 149 in 2021/2022 (18 less). That is the good news. The bad news is that late-term stillbirth abortions are up from 911 in 2021/2022 to 1,059 in 2022/2023 (148 more). And the worse news is, that these horrific abortions still happen at all.

That's a net 130 more late term abortions in 2022/2023 than in 2021/222.

All of these dead children are >= 20 weeks gestation

Seven of these children born alive after an abortion were 29+ weeks gestationNine of them were 25-28 weeks gestation when they died. 98 of them were 21-24 weeks gestation when they died. 

If someone had bothered to care for these children after their failed abortion, they could/would still be alive today.

The lie continues that Canadian abortions occur only until 23 weeks and 6 days

"No providers in Canada offer abortion care beyond 23 weeks and 6 days." Action Canada for Sexual Health and Rights

I've now been able to read the paper that I discussed here: Later gestational age abortion in Canada: A scoping review. Carly Demont, Anvita Dixit, and Angel M. Foster. The Canadian Journal of Human Sexuality 2023 32:1, 51-62

Unfortunately I was unable to access the numerous studies this study refers to, but I was still able to learn the following from the paper itself. All emphasis added. All quotes are from the paper itself. 

1) Research done on Quebec abortions: This study looked at gestational age abortions from 16 weeks to 37 weeksstillbirth data, 1981–2006, N. Auger, G. Denis, Published 1 April 2012, Medicine, International Journal of Public Health "Objectives: We evaluated late pregnancy abortions from 1981 to 2006 in Québec, Canada. Methods We extracted late abortions from the stillbirth mortality file, and calculated yearly rates per 100,000 pregnancies, including mean gestational age, birth weight, maternal age and education. Results: There were 14.4 late abortions per 100,000 overall pregnancies [95% confidence interval 12.9, 16.1], and rates appeared to increase with time. Mean gestational age (24.7 weeks) and birth weight (886 g) suggested that abortions were performed in the late second and third trimesters. Conclusions Late abortions in Québec are not common but do occur. Research is needed to determine whether the increase in rates over time reflects better reporting or a true increase."

So these babies were at a mean age of 24.7 weeks and 885 g. That's more than 23 weeks and 6 days and almost two pounds in weight. Obviously some of these babies would be even larger than this, and as noted, up until 37 weeks gestation.

2) "Second-trimester abortion is associated with higher rates of complications compared to first-trimester terminations." 

This study referred to gestational ages abortions from 13 weeks to 26 weeks 6 days. Once again, proof of abortions being performed past the so-called 23 weeks and 6 days limit)

3) "[Medical] students surveyed held significantly more positive attitudes toward first-trimester abortions than toward second-trimester surgical abortion." 

In other words, the medical students had an issue with killing later term babies.

4) "13 of 16 Canadian clinics reported performing an estimated of 1,850 dilation and evacuation procedures". 

That's a lot of clinics performing these horrific late-term abortions where the limbs are removed one by one and finally the head is crushed to remove it as well.

5) "There has been a declining proportion of abortions that occur late in the second trimester. There is concern that this will have implications for training and maintaining skills and that the distribution of services is becoming increasingly uneven." 

They're concerned about the fact that fewer doctors will have the skills required to rip a baby apart? You can't make this stuff up.

6) "We spoke with three LGA abortion providers, three directors/executives of pro-choice networks and advocacy groups, and one womxn’s (this is not a typo) SRH researcher in Canada. All topic experts currently or previously held senior positions within their organizations/institutions and resided in British Columbia, Nova Scotia, or Ontario. All had experience helping abortion seekers who were past the gestational limit in their region access needed abortion care." 

Here we have the pro-aborts actively going outside the medical guidelines. It shows just how ineffective those guidelines are.

7) "[Our topic experts] specifically focused on the lack of abortion services after 24 weeks’ gestation as being an increasing problem. One expert explained, “Until progress is made towards post-24-week care being available within Canada, provinces and territories should have robust ‘out-of-country’ travel processes that support individuals to make a plan to get the care they need.”" 

And again...discussions from the 'experts' that they need post-24-week abortion care when Canadian guidelines do not allow abortions after 23 weeks 6 days.

What is always noticeably absent from any discussions by the pro-aborts on abortion, is the very clinical way in which it is always discussed. There is never any talk of the morality of abortion. When we lock up our consciences and throw away the key, a pre-born child only has worth if we condescend to give it.

Correcting misinformation about abortions greater than 24 weeks gestation

I found this in Wikipedia on Abortion in Canada.
"The general rule is that few providers offer abortion care beyond 23 weeks and 6 days, but there can be exceptions in certain cases".

Unfortunately I couldn't access this paper, but I'd love to see information on these later than 24 week abortions. In fact why do they hide the info from the public?

Then we have this reference from Action Canada for Sexual Health and Rights, who, as we have seen before, states that abortions in Canada don't happen past 23 weeks and 6 days. 

  1.  "Access at a Glance: Abortion Services in Canada | Action Canada for Sexual Health and Rights". Action Canada for Sexual Health & Rights. While abortions after 20 weeks are statistically very rare (<0.5% to 2.5% of all abortions), there are people in Canada who require abortion beyond 20 weeks for serious medical reasons. There are only three service locations in Canada that offer abortion up to 23 weeks and 6 days (one in British Columbia, one in Southern Ontario, and one in Quebec). No providers in Canada offer abortion care beyond 23 weeks and 6 days.

Of course Canada does perform abortions past 24 weeks, some of which are born-alive abortions. As I have stated many times before, these are abortions that are greater than 20 weeks gestation and greater than 500 grams, where a child is born alive. 

There are two sources for this fact. One is Statistics Canada. The description for these abortions is 

"Cause of death (ICD-10: Termination of pregnancy, affecting fetus and newborn [P96.4]"

The second source is the Canadian Centre for Health Information ( see 2021-2022, 2020-2021, 2019-2020, 2018-2019, 2017-2018, 2016-2017, 2015-2016 below). 

"Newborns from Termination of Pregnancy are defined by: - entry_code = 'N' - P96.4 Termination of pregnancy, affecting fetus and newborn is captured as the MRDx, with Z38.- Liveborn infants according to place of birth, as diagnosis type (0)...Liveborn abstracts are not expected for gestational age < 20 weeks. Tables 2 and 3 only include livebirths with gestational age =>20 weeks." 

The numbers below detail these live-birth abortion from 20 weeks gestation onwards. Also included are the numbers of live-birth abortions greater than 24 weeks gestation. It is important to note that excluded from these totals are any late-term live-birth abortions from the province of Quebec, and only include hospital late-term live-birth abortions, but nor from clinic settings. Therefore the numbers would be higher than reported.

There are also documented numbers for still birth abortions > 20 weeks gestation, but these stillbirth abortions are not broken down further. Unfortunately,

Canada has 22 more late-term born-alive abortions than last year

Last year there were 127 live-birth abortions. This year there were 149. That's an increase of 22 babies born alive after a late term abortion.

Six of these babies were greater than 29 weeks gestation.

There were also 911 late-term stillbirth abortions (Greater than 20 weeks gestation).

These numbers exclude Quebec born alive abortions. I'm not sure if I noticed this before.

Live-birth late-term abortions still happen in Canada

There are some who say Canada does not perform late-term abortions. They are disinformation abortion lobbyists. (AKA Action Canada for Sexual Health and Rights)

"No providers in Canada offer abortion care beyond 23 weeks and 6 days. When they are beyond 23 weeks and 6 days, many Canadians end up having to travel to the United States to access services with little guidance or support from their governments."

According to CIHI, here are the 2020-2021 numbers. These abortions are not only late-term abortions, they are also born-alive abortions.

In 2020/2021 Canadian abortion doctors performed:

18 of these horrific abortions at 20 weeks gestation

93 of these horrific abortions from 21-24 weeks gestation

8 of these horrific abortions from 25-28 weeks gestation

8 of these horrific abortions 29 weeks gestation and older

That's 127 born alive abortions in one year. That's 15 more than there were in 2019/2020

To add to this horror, there were 935 stillbirth abortions performed of 20 weeks and later gestation.

If this isn't something to weep over I don't know what is.

Ten 25-28 week gestation live birth abortions is not none

Action Canada claims:

"No providers in Canada offer abortion care beyond 23 weeks and 6 days. When they are beyond 23 weeks and 6 days, many Canadians end up having to travel to the United States to access services with little guidance or support from their governments."

Not true. In fact in 2019-2020, there were 84 live birth abortions of 21-24 week gestation, and 10 live birth abortions of 25-28 week gestation in Canada. That is not none. And it is for one year only. And these numbers do not include Quebec abortions. These are abortions that fail, resulting in a live human being being born. And left to die. That is something. And we should all be ashamed.

Statistics Canada VS CIHI late-term abortions

"How come the CIHI doesn't report statistics for Quebec? If Ontario has 74 abortions resulting in live births, Quebec is bound to have a few as well."
CIHI's response:

"The official source of abortion data from Québec is provided to CIHI in the form of an annual file containing aggregated data. This file does not contain the information you are requesting. Available abortion-related data for Québec is published in our annual induced abortion tables here: https://www.cihi.ca/sites/default/files/document/induced-abortions-reported-in-canada-in-2019-en.xlsx" (we already know this)

I also asked them another questions:

"On your quick stats for the country, gestational age abortions are also excluded for Quebec. Why? And why do you not report gestational ages of abortions done at clinics?"

Here is CIHI's response:

"Clinic data is provided to CIHI on a voluntary basis, and does not include volume breakdowns by gestational age."

More gruesome numbers of late-term deaths (>=20 weeks gestation) of pre-born children.

CIHI's numbers for 2019-2020 stillbirth abortions, and livebirth abortions in Canada.

CIHI reports 999 deaths by abortion of children in the womb that resulted in stillbirths in 2019-2020.

CIHI reports 112 deaths by abortion of children in the womb that resulted in livebirths in 2019-2020.

Statistics Canada reports "Termination of pregnancy affecting fetus and newborn [Code P9.64]" 69 deaths. Notice that Statistics Canada uses the term "newborn". That is because of course, once a baby is born alive, it is considered a person.

Once again CIHI's numbers are different than Statistics Canada's.

Stupid questions from pro-abortion people

From time to time I get really stupid questions about my late term born alive abortion statistics. These abortions are all done after 20 weeks gestation.

The child is born after an abortion, is a alive, and then it dies. That's all we know.

These morons make a comment or ask a question, I respond, and then they come back with really dumb comments like "I'm not going to read your blog" or "I can read" or "there's no such thing as late term abortions".

These are not my numbers. I didn't make them up. They come from the Canadian Institute for Health Information. If you don't like them it's not my fault, you imbecile. CIHI gets them from hospital discharge records. If you don't like the numbers, then stop believing it's A-okay to keep killing these babies by abortion, any abortion. Before or after 20 weeks.

If you want to have a grown up conversation about these horrific killings of fully formed and often viable human beings left to die, I'm happy to do that. 

But if I see one more stupid comment you're blocked. And have a nice day and give your stupid brain a rest. It needs it.

Late-term stillbirth (902) and livebirth (150) abortions in 2018/2019

Live birth abortions continue to happen in Canada.

Here are the latest numbers of late term abortions in Canada from CIHI. There were 910 late-term (20 weeks and greater) stillbirths and 150 born alive abortions.

Previous years here.

20 of these born alive abortions were greater than 25 weeks gestation.
107 of these born alive abortions were between 21 – 24 weeks gestation.
23 of these born alive abortions were 20 weeks gestation.

Note: These are for hospital abortions only and do not include clinics or physician's offices. These numbers also do not include late-term abortions done in Quebec.

Canada: why did 766 late-term livebirth abortions happen?

This is extremely depressing.

According to new data, livebirth late-term abortions are still happening in Canada. And the numbers are way too high.

According to CIHI, There were 766 late-term livebirth abortions in a five year period from 2013/2014 to 2017/2018. These numbers are even higher since they exclude Quebec.

There has been much speculation about the reasons for these late-term livebirth abortions (P96.4 Termination of pregnancy) but we have no hard data on why they happen since the reasons or circumstances aren't published with the data.

A study was done in Quebec in 2016. That study:
"found the number of infants who were born alive and died after an abortion jumped from one per 100,000 in 1986-1999, to 19.4 per 100,000 between 2000 and 2012. Those accidental live births totalled 218 babies."
The study's author asked these sobering questions:
“How are such infants cared for?” they ask in the journal Neonatology. “If not resuscitated, is palliative care provided? Are the infants admitted to neonatal units or do they die in the delivery room?”
All information regarding the reasons they happen, and what happens to the child after they are born alive, is anecdotal.

But they do happen. This we know for a fact and we know the numbers: 766 late-term livebirth abortions in a five years period.

More than 1,000 late term abortions in 2017-2018

Below is the latest data from CIHI (2017/2018) on Canada's late term abortions.

(Update: I forgot to put the word "livebirth" in the four following statistics.)

There were 8 livebirth abortions done in Canada with a gestational age of 25-28 weeks.

There were 102 livebirth abortions done in Canada with a gestational age 21-24 weeks gestation.

There were 31 livebirth abortions done in Canada with a gestational age of 17-20 weeks gestation.

There were 5 livebirth abortions done in Canada with a gestational age of unknown gestational age and/or > 29 weeks gestation.

Totals:
  • 910 late-term abortions in Canada resulting in a stillbirth. 
  • 146 late-term abortions in Canada resulting in a livebirth. 
Last year's numbers.

All of these 1,056 were late-term abortions (20 weeks or greater gestation).

These numbers do not include late-term abortions from Quebec, so this number could be and probably is higher.

2016/2017 - 152 livebirth abortions in Canada in one year

In 2016/2017 there were 901 late-term abortions in Canada resulting in a stillbirth.

There were 152 late-term abortions in Canada resulting in a livebirth.

All of these 1,053 were late-term abortions (20 weeks or greater gestation).

These numbers do not include late-term abortions from Quebec, so this number could be and probably is higher.

Ireland worries about Canada's born alive abortions

Remember the 491 born alive abortions in Canada in for 2000 to 2009?

Well Ireland has picked up on this worrisome fact and has some worries of their own:
"Concerns were raised to the Canadian prime minister, Justin Trudeau, over claims made in the Oireachtas..." 
"Abortion is not criminalised in Canada and is governed under the same laws as other health procedures. Anti-abortion campaigners in Ireland have claimed that the liberal law has led to terminations where the foetus was still alive after the procedure."
Rónán Mullen, the independent senator, claimed on the record of the joint Oireachtas committee considering repeal and replacement of the Eighth Amendment that in Canada “botched abortions have taken place in recent years and where children were alive after the procedure”. 
Mattie McGrath, the independent TD, has made similar claims and Cora Sherlock, a spokeswoman for the Pro Life Campaign, has said that there were more than 400 babies in the last ten years “born alive in botched abortions and left to die alone” in Canada. "
SOGC was not able to respond to the allegations:
“The SOGC is not aware of cases where there is evidence of any dereliction of duty, and therefore we are not able to respond to the allegations that you refer to in your email,” he said." 
And Stats Canada could not "support or refute" Ireland's concerns about these born alive abortions:
“There is nothing in the data that would support or refute the characterisation of these events as ‘botched abortions’ or the assertion that these infants were ‘left to die alone in hospital corners’,” Statistics Canada said in a letter.
(Note that for the 10 years 2000 to 2009 there was an average of 49 born alive abortions per year. The latest numbers are an average of 73 per year or a 50 % increase in born alive abortions. See below.)

Here is an update on Canada's born alive abortions. These abortions are coded P96.4, "Termination of pregnancy, affecting fetus and newborn".

1) After you go to the link above, click on "Add/Remove data".

2) Go to "Step 4 - Select: Cause of death" and click on "All" twice (the first click all causes of death to be ticked, and the second click removes all causes). Then scroll down towards the bottom and click only on "Termination of pregnancy, affecting fetus and newborn [P96.4]"

3) Then go to "Step 5 - Select the time frame" and choose from 2009 to 2013.

Between 2009 and 2013 there were 366 born alive abortions in Canada or an average of 73 born alive abortions per year:

(UPDATE: I realized that I included 2009 in both calculations. If we ignore 2009 in this most recent calculation, it would be a total of 299 for four years for an average of  74.75 born alive abortions per year)

941 stillbirth and livebirth abortions done in 2013-2014

Below are numbers for late-term stillbirth and livebirth abortions (Code P96.4 "Termination of pregnancy, affecting fetus and newborns") from CIHI for 2013/2014.

I reported on this information previously here and here for 2010/2011.

It's important to note that there are two different outcomes for these late-term abortions coded with P96.4 "Termination of pregnancy, affecting fetus and newborns". Some of the babies were delivered stillborn (780). And some were delivered alive (161).

Notice that Quebec reports neither stillbirths nor livebirths for code P96.4, so we have no idea how many are being done in Quebec. Last time I did receive numbers for the livebirth abortions for Quebec but not for the stillbirth abortions. CIHI told me this is because:
"Quebec data is not included. As part of the Agreement between the Government of Quebec and the Canadian Institute for Health Information (CIHI), the data transmitted by Quebec and held by CIHI may only be used for the mandate given to CIHI by Quebec. Therefore, CIHI is not authorized to provide you with the requested data for Quebec."
When I asked for clarification on this,CIHI said:
"Data transmitted to us by a jurisdiction still belongs to the jurisdiction in question. We are authorized to provide Québec’s aggregate data or information only when the request falls within the mandate in the agreement between CIHI and the Government of Québec. Media requests do not fall within the mandate."
Notice that the numbers of livebirth abortions this time, i.e. for 2013/14 (161) are higher than last time, i.e. for 2010/11 (158) and don't even include Quebec numbers (there were 21 livebirth abortions reported in Quebec in 2010/2011).

Both stillbirth and livebirth abortions are on the increase in Canada. Last time CIHI reported 727 stillbirth abortions compared to 780 this time.

As for the livebirth abortions, we can assume that at least some of these babies were probably aborted because of serious fetal abnormalities, as reported in this National Post story at 5 months gestation.

And the National Post also reported that:
"many hospitals make it a policy to first terminate the fetus in-utero, perhaps using lethal injection... Dr. Wendy Norman, a clinical professor at the University of British Columbia, confirmed in an email to the Post that abortions “performed intentionally in major centres for pregnancies over 20 weeks would almost certainly include a technique … to induce fetal demise PRIOR to the delivery of the fetus.”
If what Dr. Norman says is true, this would mean the child would die before it exited the mother's body, which means it would not be classified as a livebirth abortion. Yet these current stats confirm doctors are still performing abortions resulting in livebirths, so what is going on here?

I suspect that some of these babies are born alive because they are not giving the baby the injection first to stop its heart. But I am only guessing.

In fact all we have is speculation, since there are no reasons attached to any of these deaths. Are these livebirth babies tossed aside and left on their own, struggling to survive until they die? Are they done on compassionate grounds so the mother can hold her child before the child dies? If so, then why isn't the child allowed to be born at term and placed in perinatal palliative care? Is it because we don't offer perinatal palliative care to pregnant women in these difficult situations? That would be true compassion. And if we don't offer this option, why not?

And why won't Quebec let us see their livebirth abortion stats? If I could speak French I would request the information from the Quebec government through access to information.

What we do know about these babies who are subject to late term abortions, is that some of them are born alive (161), then they die. What are the reasons for these abortions? Why are the numbers increasing?

And of course CIHI is not ATIPable, so whatever CIHI won't divulge is completely hidden from us. If the data still resided with Statistics Canada, I could do an access to information request and ask to see this agreement with Quebec. But I can't do that with CIHI.

Lots of questions, very few answers.

Update: Live birth abortions on the rise in Canada; also some abortions reported as stillbirths

Stillbirth statistics from Statistics Canada (SC) are shown in Table 1 below. The stats refer to babies of at least 500 grams or at least 20 weeks gestation. (1)

Stillbirth statistics published on-line CANSIM table 102-4514 do not separate natural stillbirths from abortion stillbirths, so I asked SC to separate them out for me. I asked for years 2000 to 2010 (11 years). I compiled their four pages of statistics into the one table you see below, Table 1.

As Table 1 shows, there were 4,624 stillbirths of 20 weeks or more due to abortion (code P96.4, termination of pregnancy) from 2000 to 2010. Of these, there were 279 abortions 28 weeks or more (code P96.4, termination of pregnancy).

Note that all stillbirths > 28 weeks gestation, are included in the > 20 weeks gestation totals.

CIHI

Stillbirth and livebirth abortion statistics from CIHI are shown in Table 2 below. This data was for fiscal year 2010/2011 (For one year only. Also note that their on-line annual published tables are produced by calendar year and not fiscal year.)

This is what CIHI told me in an email on November 1, 2012, when I asked why the data they gave me for stillbirths had no gestational age, whereas their regular published data here, had gestational ages for abortions:
"The gestational age is found on the mother’s termination of pregnancy abstract, which is why we were able to provide gestational age in our published tables. However, the gestational age is not on the stillborn abstract, and there is no way to link the mother and stillborn abstracts, so we are not able to provide the gestational age for stillborns."

There were 727 stillbirth abortions reported by CIHI for that one year 2010/2011. SC reported that there was an average of 420 per year (4624/11 years for 2000-2010). That is a big difference. So I asked SC to explain the discrepancy between their data and CIHI's data. Their complete explanation is below.

Note that CIHI's stillbirth data does not include any stillbirths for Quebec, while SC data does include Quebec stillbirths.

Regarding live birth abortions: I believe it is possible that the live birth abortions reported by SC/CIHI may be over and above CIHI's annual published abortions because of what SC told me here:
"On the very rare occasion when an induced abortion might result in a live birth (and possibly subsequent death) these cases may or may not be included in the Therapeutic Abortion Database. The Canadian Institute for Health Information, however, instructs hospital coders to identify a birth rather than an abortion in this situation, thus such cases would not be counted in the Therapeutic Abortion Database. It is unknown whether private clinics would still report an abortion if the outcome of the abortion procedure was a live birth."

From Table 2, you will notice that the number of live birth abortions from CIHI was 157 for 2010/2011. But that number includes: 38 abortions less than 20 weeks, 9 abortions 25-28 weeks and < 5 for 29+ weeks (2). So in order to compare to the SC numbers, we need to look at just the known live birth abortions > 20 weeks. That number is 119 live birth abortions in one year. SC is reporting 491 over 11 years (52 in 2000, 29 in 2001, 21 in 2002, 43 in 2003, 44 in 2004, 52 in 2005, 49 in 2006, 71 in 2007, 63 in 2008, and 67 in 2009).

As you can see, the 119 live birth abortions reported by CIHI for the year 2010/2011 is much higher than any of these previous reported years from SC.

Regarding stillbirth abortions:

Notice this from SC and the part underlined in particular:
"As mentioned above, a termination of pregnancy resulting in the death of a fetus that meets the gestational age and/or weight defined as a stillbirth will be registered. However, retrieving all such events based on the underlying cause of stillbirth variable is not possible. The cause of stillbirth will not be classified as due to the termination of pregnancy (ICD-10 code P96.4) unless there is sufficient information to make this conclusion. The calibre of the certification of the medical cause of stillbirth certificate is such that often what is likely a stillbirth due to a termination of pregnancy, is classified to some other underlying cause."

I interpret this to mean that some unknown number of stillbirths reported as "other underlying cause" could, and probably are, late term abortions (or code P96.4, termination of pregnancy). Recall that there are many abortions reported by CIHI that are of unknown gestational ages, see here and here.

The question we can't answer is, how many of these stillbirths with “other underlying cause” are in fact late term abortions?

Another question we can’t answer: are the 727 abortion stillbirths reported by CIHI over and above the annual abortion stats that CIHI reports, or are they included in those counts? Even CIHI does not know the answer. This is what CIHI told me in an October 22, 2012 email:
"since CIHI’s abortion tables count terminations of pregnancy, technically this means that terminations of pregnancy that result in a stillbirth may also end up being included in the counts. However, this cannot be confirmed as there is no way to link the stillbirth abstracts with the mothers’ terminations of pregnancy abstracts that were included in CIHI’s abortion tables.”

Below is the full text of the response I received from SC in an email dated November 20, 2012 regarding the discrepancy between the data between CIHI and SC.

You may interpret it differently than I did.

"It is normal that the vital stats would be lower for various reasons. 1) The TA numbers up to 2003 include Quebec data. 2) Although an induced abortion was performed, the “underlying cause of death” may not have been certified/coded as a termination of pregnancy. 3) Reporting stillbirths resulting from a termination of pregnancy has not been done consistently over the period of observation.

I have been asked to address the questions you raised in regard to the scope and coverage of the Therapeutic Abortion Database.

The Therapeutic Abortion Database contains information on induced abortions performed in hospitals and clinics in Canada. The database also includes counts from some American states of abortions performed on Canadian residents. The database includes all reported induced abortions, regardless of the gestational age. In other words, the database does include induced abortions performed at 20 weeks gestation or more.

The level of information on gestation period varies within the database, however. Some induced abortions are reported simply as total counts, while other data sources provide detailed records including date of last menses or reported gestational age. In the 2000 data year, there were 105,669 reported induced abortions. Of this number there were 58,167 cases with no gestational information.

It is possible that an induced abortion event can be included in the Therapeutic Abortion Database as well as in the Vital Statistics Stillbirths database (or even very rarely the Vital Statistics Birth and Death databases.) The following paragraphs describe the definition and registration of stillbirths, especially those resulting from termination of pregnancy.

Statistics Canada's statistics on stillbirths are obtained from an administrative survey that collects demographic information annually from all provincial and territorial vital statistics registries on all stillbirths (late fetal deaths) in Canada. Some data are also collected on stillbirths to Canadian resident women in selected American states.

Stillbirth is currently defined as the complete expulsion or extraction from its mother of a product of conception, which did not at any time after birth breathe or show other sign of life. Any product of conception that does not show signs of life and meets the reporting requirements, must be registered as a stillbirth under provincial and territorial vital statistics acts. In 2001, most provinces and all three territories required a stillbirth with a gestational age of at least 20 weeks or a birth weight of at least 500 grams to be registered. In Quebec and Saskatchewan (and New Brunswick prior to November 1996), only stillbirths weighing at least 500 grams were required to be registered, regardless of the gestational age. Until 1997, a gestational age of at least 20 weeks was required for stillbirths to be registered in Prince Edward Island, regardless of the birth weight.

In all provinces and territories except for New Brunswick, a fetal death that results from an intentional termination of the pregnancy would be registered as a stillbirth if the fetus met the definition in terms of its gestational age and/or birth weight. New Brunswick does not register fetal deaths that result from intentional termination of the pregnancy as stillbirths even if the fetus would otherwise meet the definition for a stillbirth. Statistics Canada compiles stillbirth statistics on all registered stillbirths for which data are received from the provincial and territorial vital statistics registries, regardless of whether the stillbirth resulted from a spontaneous or intentional pregnancy termination.

The registration of a stillbirth uses a different registration form than that which is used to register a death, although both forms have some common elements such as the cause, whether an autopsy was held, and the designation of the certifier. Statistics on births, stillbirths, and deaths are reported separately. There are editing procedures at both the provincial / territorial and at Statistics Canada to ensure that there are no duplicate records: a fetus born dead is registered as a stillbirth; one that is born alive and later dies, appears in both the birth and death statistics. In either of these situations the fetus may have been extracted from the woman by an induced abortion. Statistics for abortion, however, are based on hospital or clinic reports, the requirements for these are separate and different from those required under the vital statistics acts. On the very rare occasion when an induced abortion might result in a live birth (and possibly subsequent death) these cases may or may not be included in the Therapeutic Abortion Database. The Canadian Institute for Health Information, however, instructs hospital coders to identify a birth rather than an abortion in this situation, thus such cases would not be counted in the Therapeutic Abortion Database. It is unknown whether private clinics would still report an abortion if the outcome of the abortion procedure was a live birth.

As mentioned above, a termination of pregnancy resulting in the death of a fetus that meets the gestational age and/or weight defined as a stillbirth will be registered. However, retrieving all such events based on the underlying cause of stillbirth variable is not possible. The cause of stillbirth will not be classified as due to the termination of pregnancy (ICD-10 code P96.4) unless there is sufficient information to make this conclusion. The calibre of the certification of the medical cause of stillbirth certificate is such that often what is likely a stillbirth due to a termination of pregnancy, is classified to some other underlying cause.

In summary, a termination of a pregnancy of at least 20 weeks gestation can feasibly be included in both the Therapeutic Abortion Database and the Vital Statistics Stillbirth database. On the very rare occasion that the outcome of an induced abortion is a live birth (and possible subsequent death), the abortion event is highly unlikely to be included in the Therapeutic Abortion Database, but will appear in the Vital Statistics Birth and Death databases.

Should we count the deaths of wanted unborn babies who are stillborn?

C-FAM says (in relation to a new study by the Medical Journal Lancet) that:
"Nearly three million children die every year during labor and delivery or in the weeks just before birth, more than all deaths by HIV/AIDS. The UN does not even count them. A new study says abortion politics is one reason why"

C-FAM's Susan Yoshihara continues:
"One of the reasons stillbirth remains “in the shadows,” is because of pro-abortion sentiments, the report says. The World Health Organization (WHO) does not count unborn children who die before 28 weeks as stillborn, even though stillbirth of viable 22-week babies is common in the developed world. Shoring the data gap could lead to a 40% increase in the number of recorded stillbirths.

Lancet’s editor, Richard Horton, says not counting these children denies parents “the gravitas their grief demanded,” but “when one considers that in many countries abortion is allowed up to and sometimes beyond 24 weeks, one can begin to understand authorities’ reluctance to pursue the point.” Horton nevertheless finds no dilemma: “Every woman has the right to a safe abortion…but she also has the right to have the death of her [wanted] baby counted.”

One of Horton’s strongest adversaries in his quest to advance better data has been the pro-abortion lobby. They opposed him last year when he published an independent study challenging WHO data and methodology on maternal health statistics they had been using to promote abortion."
 
What I'd like to know is--would Joyce Arthur of the Abortion Rights Coalition agree with the Lancet editor, that these deaths should be recognized?
