Action Canada for Sexual Health and Rights gets millions more in government funding

From the Lobbyist database for Action Canada for Sexual Health and Rights

End date of the last completed financial year: 2025-06-30

List of Government Funding
Government InstitutionFunding Received in Last Financial YearFunding Expected in Current Financial Year
Global Affairs Canada (GAC)$697,727.00Yes
Health Canada (HC)$1,316,065.00Yes
Indigenous Services Canada (ISC)$694,524.00Yes
Public Health Agency of Canada (PHAC)$397,796.00Yes
Women and Gender Equality (WAGE)$242,922.00Yes
This totals $3,349,034 (This is $124,939 less than what CRA reports, see below). But it does show which departments are forking out your money to them.

Employees who lobby for the organization

  • Frederique Chabot, Executive Director
  • Meghan Doherty, Co-Director Policy and Advocacy
  • Brianna Parent Long, Policy & Advocacy Officer
  • Ana Laura Zarco Fuentes, Policy & Advocacy Officer

Then there's the grants database, which is clearly not up-to-date. The first entry is for grants identified in 2024. Nothing shows for 2025.

From CRA for Fiscal period: July 01, 2024 to June 30, 2025: Government funding $3,473,973.

CRA is my go to for the most accurate financial information for charities.

Maybe one day we will see a pro-life charity get $3,473,973 in government funding. That. Would be. A miracle.

Canada hides tax dollars going to abortions in Uganda and Mozambique

Dear Information Commissioner,

I would like to submit my complaint to you regarding my ATIP to Global Affairs using Sections 20(1)(b) and 20(1)(c) of the federal Access to Information Act. See attached letter below. It would seem that this refusal is a work around to an open, transparent, accountable government.

The tax dollars going to these third party organizations (Action Canada for Sexual Health and Rights, Planned Parenthood Federation (IPPF) the Guttmacher Institute) are hidden from public scrutiny by the very fact that they are given to these organizations through the primary source organization (Oxfam), so that they can be hidden from public disclosure.

IPPF is a global international company and the Guttmacher Institute is an American company--they aren't even Canadian companies and yet the Canadian dollars they receive is hidden from Canadian scrutiny. None of this is in the public interest.

In other words, if I am a company that does not want the public to know how much money I am getting from the government (AKA the public purse), I simply need to piggyback onto a primary company who receives funds and voila, the public is none the wiser of where their hard earned tax dollars are going and what they are being used for.

This is definitely not open, not transparent, and not accountable to the public.

Can you please look into this?

Thank you.

Sincerely,
Patricia Maloney

My ATIP that I was refused access to:
“For this contract to Oxfam. How much of the grant went to (or will go to) Action Canada for Sexual Health and Rights? Agreement Number: 7433891P008437001. Also what other organizations received monies from this contract, and how much money did each of them receive, or will receive? Also how much did International Planned Parenthood Federation (IPPF) the Guttmacher Institute receive, or will receive?”

This is what the $19,638,400 grant was for:

"This project aims to improve access to high quality and gender-sensitive sexual and reproductive health (SRH) services for vulnerable adolescent girls and young women, between the ages of 15 and 24, in Mozambique and Uganda. Projects activities include: (1) recruiting and training peer educators and facilitators to raise awareness of topics related to sexual and reproductive health and rights (SRHR) amongst beneficiaries in the targeted communities; (2) holding training sessions for adolescent girls and women, and engaging with men, boys and community-leaders to raise awareness of SRHR and address discriminatory social norms; (3) delivering training to health care providers and providing local health care facilities with the appropriate equipment to deliver gender-responsive and youth-friendly SRH services, including access to contraceptives, safe abortion (where legal), post-abortion care, and secondary prevention services for gender-based violence; and (4) organizing advocacy campaigns alongside local women’s and girls’ rights organizations to push for better and more accessible SRH services, and the adoption of rights- and evidence-based policies in both Uganda and Mozambique. The project seeks to benefit nearly 500,000 people, 95% of whom are adolescent girls and young women between the ages of 15 and 24. Oxfam Canada is implementing this project in partnership with the International Planned Parenthood Federation (IPPF), the Guttmacher Institute, Action Canada for Sexual Health and Rights, and various Women’s Rights Organizations and Youth-led Organizations across Uganda and Mozambique."

Final thought. Why are Canadian taxpayers paying for abortions in Uganda and Mozambique? And why are Canadian tax dollars paying for "organizing advocacy campaigns" for abortion in Uganda and Mozambique?

More tax dollars to sexual and reproductive health and rights

Minister Valdez announces $15.5 million in federal funding to strengthen national women’s organizations across Canada

"This investment will help advance the work of organizations focused on justice, leadership, sexual and reproductive health and rights, and gender-based violence. The organizations that will receive funding will be selected in the coming weeks.

The Canadian Research Institute for the Advancement of Women (CRIAW) will receive up to $1 million to collaborate with other national women’s organizations, as well as key stakeholders beyond the women’s sector. This initiative will support a more sustainable and coordinated sector that is better positioned to advance action on persistent gender inequalities over the long term."

What nonsense. Our government already gives way too much funding to women's organizations. Why are we giving more? How about we pay down our massive debt instead?

The pro-deathers continue to lobby government

It's been an active month for the death cult to lobby government. Yesterday it was Joyce Arthur. Two weeks ago it was Dying with Dignity.

Yesterday it was Action Canada for Sexual and Reproductive Rights. They Lobbied: Zoe Royer, Member of Parliament | House of Commons

They want more funding for abortion in Canada and globally.

Joyce Arthur lobbies for more abortion in Canada

Abortion Rights Coalition of Canada (as in, the pro-abortion Joyce Arthur) is lobbying seven government departments)

She wants:
  • To improve abortion services (as if we need more abortion in this country)
  • Funding abortion to be forced onto clinics (So Canadians could spend even more of their tax dollars on killing children in the womb)
  • Private member bills that oppose abortion should not be allowed (This would make Joyce Arthur's world perfect)
  • Stop funding to pro-life groups (they already get no funding)
  • Remove charitable status to pro-life groups (I guess Arthur wasn't happy when this didn't happen in the recent budget. I'd like to see pro-abortion groups like Action Canada for Sexual Health and Rights lose their funding and their charitable status. Now that would be something worth lobbying for.)

Pro-abortion culture starts with the Canadian government

Further to my last blog on Action Canada for Sexual Health and Rights, I have now received their funding information for 2024. Here is the updated spreadsheet for that funding.

Notice the steady increase in their total yearly funding (from all sources) from $906,281 in 2015 all the way up to $9,100,161 in 2024. In ten years Action Canada increased its funding ten fold, for its promotion and celebration of the dismembering, decapitation and disembowelment of children in the womb.

Pro-life charities receive virtually no funding from government grants. Pro-abortion charities receive millions upon millions every year from government grants. I believe that if these pro-abortion charities stopped receiving these lucrative government dollars, they would cease to exist. Our pro-abortion culture starts at the very top with the blessing of our government that uses Canadian citizen's taxes to fund this pro-death culture.

Take a look at the financials of any registered pro-life charity in CRA you can think of, and compare it to the likes of Action Canada's in CRA. The difference in financial statements is mind-boggling. No wonder Canada has such a deadly pro-abortion culture.

Finally, Action Canada only began receiving government grants in 2018, when their funding really started to take off. We can thank the Liberal government under Justin Trudeau for this. We can only assume Mark Carney (the alleged practicing Catholic) will continue this pro-death funding.

Action Canada for Sexual Health and Rights gets millions in funding from pro-abortion organizations

phi·lan·thro·py /fəˈlanTHrÉ™pÄ“/ noun the desire to promote the welfare of others, expressed especially by the generous donation of money to good causes.

Action Canada for Health and Reproductive Rights doesn't only get funding from the Canadian government (AKA you and me), they get money from lots of other places.

After researching this I was kind of dumbfounded about just how much money comes from pro-abortion/sexual reproductive rights/LGBTQ funding groups into organizations like Action Canada for Sexual Health and Rights. This particular research is only focused on one such Canadian charity--Action Canada for Sexual Health and Rights--and what they get. But I saw many organizations that donate millions and millions to the promotion and advocacy of the killing of pre-born children and so-called LGBTQ rights, etc. Is this really what philanthropy is all about? No wonder there are so many organizations involved in this work--there are millions and millions to be made. Action Canada is just one of the groups that benefits from this largesse of blood money.

Imagine the good that could be done if pro-life groups got similar funding?

Here is a breakdown of the dollars that went to Action Canada for Sexual Health and Rights from 2015 to 2023. I don't have numbers yet for 2024.

  • Indigenous services (funding in 2023)

Edmonton Community Foundation

European Parliamentary Forum for Sexual and Reproductive Rights https://www.epfweb.org/node/1147 (funding in 2023) Get a load of this from their website:

"A new alliance of religious extremists, far-right populists, and oligarchic funders is reshaping European politics. The Next Wave describes this covert, strategic effort to launder religious extremism into mainstream governance through media, NGOs, political parties, and public institutions.

Backed by private wealth and legitimised through state funding, this movement is engineering a long-term authoritarian transformation under the guise of tradition and care. This project exposes the financial, political, and ideological architecture of The Next Wave, equipping civil society to recognise, resist, and counter its growing influence. Philanthropic support is essential to disrupt this emerging infrastructure and defend pluralistic democracy."

Other Funds (funding in 2023, 2022, 2021)

Rutgers (funding in 2019)

"Rutgers is the Dutch centre of knowledge and expertise for the sexual health, safety and wellbeing. We provide reliable information, resources and support young people to make informed decisions about their bodies, lives and futures."

"Five priorities: Abortion, Sex education, LGBTQI rights, Equal health and care, Democratic space and cooperation in civil society"

IPPF International Planned Parenthood Federation (funding in 2017)

Oxfam funded Action Canada on one of its contracts. It's important to note that Oxfam also receives millions and millions of dollars from the Canadian government (I mean you and me).

Anonymous (funding in 2017 and 2016)

Action Canada for Sexual Health and Rights freaks out over Canada's late-term abortion reality

On November 25, 2025 the pro-abortion Action Canada for Sexual Health and Rights (who got all antsy pantsy with Right Now's recent expose on late-term abortion in Canada) lobbied ten MPs and government officials.

Notice they even lobbied a student. How pathetic is that?

Here is that list of those people who they lobbied:

  • Elizabeth Gichimu, Director of Operations, Office of MP Greaves | House of Commons
  • Eloise Kingdon, Student, Office of MP Greaves | House of Commons
  • Peggy Ainslie, Executive Director, SRH Fund | Health Canada (HC)
  • Francois Rivest, Manager of Partnerships and Projects | Health Canada (HC)
  • Carina Gabriele, Director of Policy | Women and Gender Equality (WAGE)
  • Anita Vandenbeld, Member of Parliament | House of Commons
  • Alexis Brunelle-Duceppe, Member of Parliament | House of Commons
  • Juanita Nathan, Member of Parliament | House of Commons
  • Marie-Gabrielle Menard , Parliamentary Secretary to the Minister of Women and Gender Equality and Secretary of State (Small Business and Tourism) (Parliamentary Secretary) | Women and Gender Equality (WAGE)
  • Mackenzy Metcalfe, Policy Advisor, Office of the Minister of Finance | Finance Canada (FIN)
  • Carina Gabriele, Director of Policy | Women and Gender Equality (WAGE)

I guess they thought they needed to get out there to try and counter the recent devastating story of Canada's late-term abortion reality thanks to Right Now.

Fraser Health buckles to pro-abortion rhetoric

Dear Fraser Health,

I was very disappointed to learn that Fraser Health has decided not to partner with Hope for Women. I see that Joyce Arthur and other pro-abortion advocates have poisoned the well by convincing you that Pregnancy Care Centres are horrible places. Nothing could be further from the truth.

Arthur has been spreading disinformation about these centres for many years now. I have written extensively on refuting the fabrications of Arthur, probably as long as she has been spreading them.

Arthur argues that saying you can't refer someone to an abortion service “is disingenuous". Ah, no. It's because the values of these centres prohibit them from referring for abortion. In any event, women do not need a referral for abortion, they can get one whenever they want, and Arthur knows this.

Arthur also insists on calling these centres "fake clinics", a derogatory term that actually means nothing except to Arthur. And horror of horrors, pregnancy centres use scary words like “hope”, “life” or "beginnings”.

These centres do amazing work but have to continually put up with the myths spread by Arthur.

Women in Canada can get an abortion at any time during pregnancy, for any reason or for no reason, all paid for by the taxpayer. Abortion advocates also get millions and millions of dollars every year to ply their abortion ideology on the public. In fact just this week the federal government announced another $13 million for abortion. Action Canada for Sexual Health and Rights (formerly Planned Parenthood) is the top recipient of this taxpayer largesse.

Guess how much money Pregnancy Care Centres get from the government? Zero, Zilch, Nada. No millions for them.

So dear Fraser Health, it is really too bad you will not partner with a Pregnancy Care Centre. You are missing an amazing opportunity.

Sincerely,

Patricia Maloney

Action Canada for Sexual Health and Reproductive Rights spends your taxes on abortion and contraception

Action Canada for Sexual Health and Reproductive Rights most recent lobbying of the government this week.

Their revenue for year ending 2024-06-30:

Receipted donations $1,405,669.00 (13.11%)
Non-receipted donations $86,134.00 (0.80%)
Gifts from other registered charities $563,733.00 (5.26%)
Government funding $6,214,388.00 (57.96%)
All other revenue $2,452,805.00 (22.87%)

Total revenue: $10,722,729.00

Action Canada received $6,214,388 from the government in 2024. Their total salary costs were $3,268,787. If we add in professional and consulting fees of $727,931 and Education and training for staff and volunteers of $535,594, we get a total of $4,532,312. (Numbers from CRA)

We could say then, that about 73% of the government grants Action Canada for Sexual Health and Reproductive Rights receives, goes to salary costs, so these pro-deathers can then turn around and lobby the government to push for more abortion in Canada and internationally. And now they are also pushing for contraception in Canada and around the world.

Feminist ideology worth billions goes to poor countries under Trudeau

Under Justin Trudeau's reign as Canada's Chief Feminist, Global Affairs Canada has spent $5,496,597,089 on all things 'reproductive' in other countries.

This report is the same as the one above without amendments included. The problem with the amendments in the government database is that you don't know if it is in addition to the original amount, or just a change in some other field. So without the amendments the amount is $3,171,985,754. My guess is that this number is low.

Notice that most of these projects are ostensibly under the 'International Development Assistance Program...to reduce poverty for those living in countries where Global Affairs Canada engages in international development'. Yet all the dollars are for reproductive health, etc.

Here are the 'agreement titles' which contain the countries where Canada plies its feminist ideology: Africa, Middle East, Asia, South America, etc. I've highlighted the countries so you can get an idea of where the money is flowing.

Finance committee biased against pro-life charities

Action Canada for Sexual Health & Rights said this in their submission for the PRE-BUDGET CONSULTATIONS IN ADVANCE OF THE 2025 BUDGET:

'In Canada, anti-abortion organizations use misleading information in an attempt to dissuade people from seeking safe abortion and some politicians are promoting disinformation regarding sexuality education and gender-affirming care.'

This misinformation and disinformation from ACSHR resulted in this recommendation from the Report of the Standing Committee on Finance:

ACSHR makes unproven and already debunked allegations about pro-life charities, and this results in the Standing Committee on Finance recommending that pro-life charities lose their charitable status. Is this for real? Did the committee verify these allegations? Did they do any checking at all on the validity of these claims? Because if they did they would have learned that any disinformation and misinformation comes from the pro-abortion side of the divide.

Unbelievably, this committee is willing to recommend that an entire sector of charities lose their charitable status, based on untruths. These falsehoods come from an organization that has received millions of dollars in government grants, all the while Pro-life charities receive no government grants.

And should a charity that receives millions, be allowed to lobby the government to remove the charitable status from another charity? Is this ethical? Or are ethics not important anymore?

Removing the charitable status from pro-life organizations, based on unproven allegations from another charity, who themselves receive millions in government funding, and who have a long history of attacking pro-life groups with the help of these government grants, should bear some pretty serious scrutiny. But no, pro-life people and charities have endured bias from the pro-abortions and this Liberal government for nine long years.
